0.3.0 frezzing

hey guys, this is the same problem i had in version 0.2.3 but worse, now even with the water quality set to 0 the game loads fine but i only get chance to build a metal extractor and at most 2 solar panels 
i've tried changing some of the settings but it still does it. any ideas?
