TA3D 0.6 alpha 15 for win32

Several bug fixes, a few performance improvements, a few new features:
- KP_ENTER now has the same behavior as ENTER
- new shadow quality level (none, low -> stencil shadows, normal -> unfiltered shadow maps, high -> filtered shadow maps)
- ta3d.cfg now has a variable to specify additional resource paths (Resource Paths)
